The project was designed by OHSU and PBOT and includes construction of a new roadway between the western abutment of the Tilikum Crossing Bridge and SW River Parkway. The property was the previously occupied by multiple commercial/industrial businesses such as, fertilizer plants, shipyards, and metal salvage companies, over the years. Construction of SW Bond Avenue required excavations beneath existing grade to meet City of Portland subsurface utility clean fill clearance requirements and to accommodate gravity wall footings on either side of the new roadway. 15,000 tons of contaminated soil and 700 tons of hazardous waste were removed from the site prior to demarcation fabric separating the contaminated soils and the 20,000 tons of clean fill that was placed to bring the project back to original grade. A 38,000 SF HDPE linear was installed in an area of the project used to be the home to a fertilizer plant. This project was the predecessor to the Bond Surcharge Project by PBOT which involves the construction of Bond Ave, which will be built under PBOT contract and be completed in two phases.
